I am pretty sure they are creating a new marvel vs. capcom game. How do I go about using the roster update for n.b.a. live 08?

Step 1 - Turn the game on and go to the "Online" game mode. Step 2 - Once in the "Online" game mode, go to "Join Game." Step 3 - Notice that the game will search for an online opponent and when it finds one, it will recognize that you don't have up-to-date rosters. Step 4 - Click "Download" when the game prompts you to save the updated rosters for playing. Step 5 - Quit the scheduled online game once the rosters have been downloaded and return to the main menu. Step 6 - Go to the rosters screen and make sure that the rosters have been updated. Step 7 - Save the rosters to your internal/external memory card.

Yes you can choose to lock your control to a single player in the game options.
